Gurgaon: Property registration in Haryana has been overhauled. In a technology-driven system aimed at making transactions faster, more secure and transparent, Aadhaar-based e-KYC (electronic know your customer), biometric authentication and digital signatures are mandatory for all property registrations, while every registered document will now carry a QR code for instant verification of its authenticity.The revamped system is applicable now — for all kind of registries and across the state. The reforms, according to officials, introduced by the revenue department would make the entire process of property registration and mutation simpler, faster and more transparent. The QR code on the registry paper will help verification of the documents. “This will help in checking property fraud and prevent sale and buy of property with fake documents,” a revenue official said.Aadhaar e-KYC is a secure, paperless digital identity verification service regulated by Unique Identification Authority of India (UIDAI). With an individual’s consent, it enables financial institutions, telecom providers and other authorised organisations to instantly verify identity and address details using the person’s 12-digit Aadhaar number, making customer onboarding faster, more efficient and more secure. Biometric authentication is a security process that verifies identity using unique physical or behavioural traits, such as fingerprints, facial features or voice, rather than traditional passwords.The revamped system also eliminates the need for applicants to submit physical no objection certificates (NOCs) from the department of town and country planning (DTCP), with verification taking place online through linked govt departments. Earlier, people had to make an application before the DTCP to secure an NOC before the registration of the property.Citizens can now track applications online, upload additional documents and e-stamps digitally and even upgrade a regular appointment to the Tatkal category when urgent registration is required, reducing paperwork and improving ease of service. To strengthen oversight, 20 registration applications will be randomly routed to the sub-divisional magistrate (SDM) and another 20 to the district revenue officer (DRO) for scrutiny.“These measures would save both time and money for citizens, reduce unnecessary visits to tehsil offices and effectively curb fraudulent practices,” the revenue official told TOI, adding, “If any officer or tehsil employee deliberately acts negligently or intentionally raises unwarranted objections in the property registration process, accountability will be fixed.”The changes are in continuation of the host of digital reforms, including passport-style Tatkal appointments for property registration introduced by the state govt in June.Under the new system, the application form for registry has been made simpler and more user-friendly. If any individual, company or institution cannot be present, they will now be able to appoint more than one person as their representative. Citizens can fill the deed themselves or through a deed writer, advocate or helpdesk.At the time of registry, information about which part of the land falls under the prime category and which under non-prime will be automatically displayed. If Section 7A of the Haryana Stamp Rules is applicable, this information will also be shown. In case of any kind of irregularity, an auto-hold system will come into effect.
