Teen forced into labour awarded Rs 10 lakh for artificial limb

Gurgaon: A teenager from Bihar who was allegedly kidnapped, forced into labour and lost an arm has been granted Rs 10 lakh compensation by Haryana govt.While the state’s victim compensation scheme ordinarily provides Rs 2 lakh in such cases, the Rs 10 lakh solatium for rehabilitation and an advanced artificial limb was approved as a one-time measure following recommendations by Haryana Human Rights Commission (HHRC).According to a home department order, Santosh, a native of Kishanganj district, was travelling to Hisar on May 27 last year when he got separated from his family at Bahadurgarh railway station. A man approached him and took him to his dairy. The 15-year-old was confined there and forced to work for two months.Investigators said the teen’s left arm was severed below the elbow while operating a fodder-cutting machine. Instead of arranging treatment, the dairy owner disposed of the limb. He later abandoned the child in Palwal district with Rs 10,000.The boy started walking and eventually reached Nuh, where a schoolteacher spotted him. The teacher took him to hospital and informed the police.An FIR was registered in Aug 2025 under relevant provisions of BNS and Juvenile Justice Act. The dairy owner was arrested.During hearings on May 14 this year, HHRC noted that the child had suffered a permanent disability and psychological trauma, and, therefore, exceptional relief was warranted. The commission further observed that his rehabilitation would require an expensive artificial limb and long-term support. The panel exercised its powers under Section 18 of Protection of Human Rights Act, 1993, and recommended that Rs 10 lakh be awarded.“Accepting the recommendation, the home department relaxed the Rs 2 lakh provision of the compensation scheme and approved the enhanced amount as an exceptional humanitarian case,” said a govt official.Haryana State Legal Services Authority has been directed to disburse the amount after a verification process.
