Bengaluru: In a major relief for rural property owners, the govt will amend rules to secure e-Swathu records for properties within gramathana limits that do not have ownership documents, rural development and panchayat raj minister Eshwar Khandre said Wednesday.After reviewing the progress of the e-Swathu programme, Khandre said nearly 65 lakh properties in gramathana areas have been inherited over generations without formal title documents. As a one-time measure, the govt will simplify rules, invite public objections, and issue e-khatas for these properties within 100 days.“Providing property rights to rural residents is one of the chief minister’s priority programmes,” Khandre said. “Genuine occupants will be granted records while govt land, including gomala and kharab land, will be protected.” He said the deadline to file applications under Form 11B would be extended till Sept.He said there are around 1.5 crore properties under 5,928 gram panchayats. Of these, e-Swathu records have been issued for 53.5 lakh properties. Around 10 lakh properties have received B-khatas, while nearly 90 lakh properties are yet to obtain either A or B-khatas.Officials have been directed to expedite the process. Khandre said notices would be issued to panchayat development officers if applications remain pending for more than 15 days without valid reasons.BoxVB-G RAM G from July 1Minister Eshwar Khandre said, although it increases the financial burden on the state, the Centre’s Viksit Bharat Guarantee for Rozgar and Aajeevika Mission (VB-G RAM G) scheme will be implemented from July 1.He said the funding pattern had been revised from 90:10 to 60:40, substantially raising the state’s share of expenditure. Khandre said he would raise the issue during a forthcoming meeting of the Union Ministry of Rural Development and seek restoration of at least an 80:20 funding ratio.
