Mukhyamantri Yuva Udyami Yojana, also known as Mukhyamantri Yuva Udyami Vikas Abhiyan (MYUVA or CM YUVA), is a flagship initiative of the Uttar Pradesh government launched in 2024-25 under Chief Minister Yogi Adityanath.The scheme aims to promote self-employment and entrepreneurship among the state’s educated and skilled youth by facilitating the establishment of micro-enterprises in manufacturing, services, franchises, and business-on-wheels sectors. It targets supporting 1 lakh young entrepreneurs annually, with a long-term goal of creating 10 lakh self-employment opportunities over 10 years. This helps reduce unemployment, foster economic growth in rural and urban areas, and build an entrepreneurial ecosystem.Under the scheme, eligible youth aged 21-40 years, who are Uttar Pradesh residents with a minimum 8th standard qualification and preferably skill training certification, can avail interest-free and collateral-free loans up to ₹5 lakh for project costs. A 10% margin money subsidy is also provided on the total project cost.Applications are processed online through the MSME portal, with loans disbursed directly to bank accounts for transparency. 2. Eligibility Criteria and Beneficiaries
- Beneficiaries: Permanent residents of Uttar Pradesh, aged 21 to 40 years, with minimum 8th standard education.
- Must possess a skill training certificate, diploma, or degree from a recognized institution (special preference given to those trained under government schemes like ODOP, Vishwakarma Shram Samman Yojana, UP Skill Development Mission, or SC/ST/OBC training schemes).
- Priority given to unemployed youth, women, SC/ST, OBC, minorities, and persons with disabilities.
- Applicant should not be a bank defaulter and should not have availed similar interest or capital subsidy benefits under other central/state schemes (except PM SVANidhi).
3. Financial Benefits and Assistance
- Interest-free and collateral-free loan up to Rs 5 lakh for project cost (manufacturing/service enterprises).
- 10 percent margin money subsidy provided on the total project cost to reduce the beneficiary’s contribution.
- Loan directly credited to the beneficiary’s bank account for transparency.
- Covers a wide range of activities including manufacturing units, service sector businesses, franchise models, and mobile/business-on-wheels ventures.
4. Training, Mentorship and Additional Support
- Free or subsidized online entrepreneurship training program (5-day course + assessment) conducted by UPICON, leading to government-recognized certification.
- Assistance in preparing bankable project reports, Udyam registration, GST registration, and business ideation.
- Access to workshops, webinars, expert talks, mentorship, and supplier networking platforms.
- Support for incubation and nurturing of new enterprises through dedicated digital platforms and helplines.
5. Application Process and How to Apply
- Online Application: Visit the official portals — msme. up. gov. in or cmyuva. org. in / related MSME portals.
- Register as a new user or login, fill the application form with personal details, project information, and upload required documents (Aadhaar, age & residence proof, skill/training certificate, project report, bank details, photos, etc.).
- Complete recommended online entrepreneurship training and assessment for certification (helps in loan processing).
- Applications are verified, and loans are processed through empaneled banks.
Scheme AchievementsSignificant Loan Disbursement and Beneficiary SupportThe scheme met with instant success with thousands of applications received soon after its launch. Over 68,000 young entrepreneurs have received interest-free and collateral-free loans totalling Rs 2,751 crore. This has enabled thousands of youth to establish micro-enterprises in manufacturing, services, and related sectors, turning them into job creators and promoting self-reliance across rural and urban Uttar Pradesh.
