Ahmedabad: The Gujarat govt has introduced ‘Project THRIVE’ under the Viksit Gujarat Industrial Policy 2026 to encourage industries operating within congested urban centres to relocate to newer industrial zones outside city limits. The initiative — Transition for Harmonized Relocation and Inclusive Vibrant Economy — is aimed at reducing pressure on urban infrastructure and supporting planned industrial ecosystems around emerging urban clusters and satellite townships.Additional chief secretary (industries) Mamta Verma said the initiative seeks to encourage industries operating within city limits to relocate to areas outside urban centres, and create planned industrial ecosystems. The units that relocate will be treated as new units and will be eligible for capital subsidy, wage support of Rs 5,000 per employee per month for six months, housing and worker infrastructure assistance, and relaxation in floor space index (FSI) norms. The policy also proposes support for workers’ housing, labour hostels and working women’s hostels near the industrial hubs to improve workforce accessibility and reduce commuting pressure. Officials said the initiative is linked to the policy’s broader push for private industrial parks, green industrial estates and common environmental infrastructure outside existing urban manufacturing clusters.
