CM to review Bangalore Development Authority projects; regularisation fee cut

Bengaluru: Bangalore Development Authority (BDA) is set to place a range of citizen-centric initiatives and major infrastructure projects before chief minister DK Shivakumar at a review meeting Monday, with decisions expected on property regularisation, pending sale deed registrations and key urban development works.Under Section 38(D) of Bangalore Development Authority Act, 1976, eligible occupants of houses constructed before July 10, 2008, on BDA-acquired land can seek regularisation through re-allotment, subject to prescribed conditions. The provision applies to properties on land covered by a final acquisition notification and an approved acquisition award. As part of the proposed relief, BDA has indicated a 50% reduction in charges linked to the prevailing guidance value fixed by the revenue department. For sites measuring up to 20×30, the charge is proposed to come down from 10% to 5%. For sites above 20×30 and up to 30×40, it would be reduced from 25% to 12.5%. For sites above 30×40 and up to 40×60, the proposed reduction is from 40% to 20%, while for sites above 40×60 and up to 50×80, it is from 50% to 25%, apart from applicable penalties. The 50% reduction does not apply to corner sites, for which the earlier applicable rates continue. The application window is proposed to remain open until Dec 17. BDA is also expected to introduce a fully computerised online application process. Applicants will have to upload supporting documents, including sale deeds, encumbrance certificates, khata records, property tax receipts, approved building plans and proof of residence. However, the benefit would not extend to properties situated on land reserved for parks, playgrounds, civic amenities and open spaces, or land required for roads, Ring Road alignments and mass rapid transit projects. Properties on stormwater drains, lakes and riverbeds, beneath high-tension power lines and other specified categories are also excluded.Sale deed mela for 20,000 allotteesAnother proposal expected to be taken up is an Absolute Sale Deed Mela to help nearly 20,000 BDA site allottees, who have not completed registration of their absolute sale deeds despite the expiry of their 10-year lease periods.BDA has proposed inviting applications from such allottees by Dec 17 and facilitating registration within 60 days of receiving them, subject to applicable rules. The mela is expected to be organised after the application process, with details of the arrangements to be announced separately. The authority is also proposing an application-based process for allotment of marginal land, comprising small parcels of BDA-owned land adjoining the sides or rear of already allotted sites. Eligible allottees can apply. BDA aims to complete the allotment process within 60 days of receiving applications.Hebbal-Mehkri corridor, PRR Phase 2 and Sky Deck on agendaThe review meeting will also cover the proposed 2.2km twin tunnels between Hebbal junction and Veterinary College; a 1.8km elevated corridor connecting UAS Quarters and Mehkri Circle; and the proposed 2.3km Goraguntepalya underpass to connect NSIT Bengaluru and BEI Circle. The proposal is at the preliminary evaluation stage, and its integration with Metro Phase 3 infrastructure is also under review.Other projects on the agenda include Peripheral Ring Road – 2; six proposed residential layouts along the corridor; 250-metre Bengaluru Sky Deck (to come up on 57 acres); and 12 ongoing BDA housing projects. The layouts — Cauvery, Kuvempu, NRI City, Digital City, Silicon Valley and Green Field — approved for preliminary notification, are expected to cover 6,217 acres.
