LUCKNOW: The Mukhyamantri Kisan Evam Sarvahit Bima Yojana is a social-security and accident-protection scheme of the Uttar Pradesh government aimed at providing financial and medical support to economically vulnerable farming families and other eligible households. The scheme is designed around a simple principle: an accidental death, disability or serious injury should not push a family into financial distress.
- The scheme broadly combines accident insurance with cashless medical treatment.
- In case of accidental death or eligible permanent disability, the maximum financial assistance is Rs 5 lakh.
- The eligible head/breadwinner and family members can receive free treatment for accidental injuries up to Rs 2.5 lakh.
- Provision is also made for artificial limbs costing up to Rs 1 lakh, where required.
- Accidental death or disability occurring outside Uttar Pradesh can also be covered under the scheme, subject to the applicable conditions.
- Treatment is available through government hospitals and empanelled private hospitals. The scheme guidelines also provide for immediate primary treatment up to Rs 25,000 at a nearby hospital after an accident.
Who can benefit?
The scheme is particularly targeted at the head or breadwinner of an eligible family. Under the guidelines available for the scheme, the relevant head/breadwinner is generally a person aged 18 to 70 years who is recorded as a farmer/co-farmer, while families meeting the prescribed annual-income criterion are also covered. The guidelines specify an annual family income of less than Rs 75,000 for the relevant income-based category.Importantly, the scheme is not restricted only to the accident victim. Family members of the eligible head/breadwinner can also receive accidental-injury treatment, making it a family-oriented social-security measure.
Different from crop insurance
Mukhyamantri Kisan Evam Sarvahit Bima Yojana is primarily about people and families, particularly protection against accidental death, disability and injury. By contrast, Pradhan Mantri Fasal Bima Yojana (PMFBY) protects farmers against specified crop losses caused by events such as drought, floods, cyclones, hailstorms, pests and diseases. Thus, the Crop insurance is for protection of the crop/income while Kisan Evam Sarvahit Bima is for protection of the farmer/family against accidents
Cashless healthcare component
One of the significant features of the Uttar Pradesh scheme is its emphasis on cashless treatment following an accident. The available scheme guidelines state that treatment can be obtained at government hospitals and empanelled private hospitals, with the guidelines referring to hospitals having more than 30 beds for the empanelled private-hospital component. The scheme also envisages coordination between the helpline, police, hospitals and ambulance services when an accident is reported, so that the beneficiary can receive medical assistance without having to arrange the entire process independently.
Why the scheme matters
For a low-income rural family, the sudden death or disability of its principal earning member can have consequences extending far beyond the immediate medical expense. Loss of earning capacity can affect children’s education, household consumption, farming activity and repayment of existing loans. The scheme therefore seeks to create a financial safety net around the family, combining compensation with access to treatment. It is particularly relevant in rural areas where an accident can simultaneously create a medical emergency and an income crisis.Yogi government’s broader farmer-welfare framework includes several other measures alongside this scheme. Government material, for example, reports that more than 63,000 farmers have benefited under the Mukhyamantri Krishak Durghatna Kalyan Yojana, while substantial assistance has also been provided through crop insurance and other agricultural programmes.
How it can be availed ?
The scheme guidelines provide for reporting the accident and approaching the appropriate authorities with the required documents. The guidelines identify the district magistrate/additional district magistrate (Finance & Revenue) as district-level points of contact and list the Mukhyamantri Banking and Insurance Helpline (with specified numbers) for information and assistance.
In nutshell
The key objective is therefore not merely insurance coverage but protecting the economic stability of vulnerable farming families when an accident strikes.Note: Scheme rules, implementing agencies, empanelled hospitals and claim procedures can change through subsequent government orders. For an actual claim, the latest Uttar Pradesh government guidelines and district-level instructions should be checked rather than relying solely on older scheme documents.
