NEW DELHI: Delhi Police have submitted a status report stating that no cognizable offence is made out against chief minister Rekha Gupta in a complaint over her alleged remarks comparing state government officials to Lord Hanuman during a public programme in September, last year. The report was filed before a Delhi court on Thursday in response to an earlier direction seeking the police’s findings on the complaint. The court has taken the report on record and granted the complainant time to file objections.Additional chief judicial magistrate Ashwani Panwar listed the matter for October 29 to hear arguments by the complainant’s counsel, advocate Sanjeet Kumar, on the police report.According to news agency ANI, the status report was submitted by sub-inspector Mukesh Tomer and forwarded by the station house officer of Kashmere Gate police station. It also includes a transcript of the speech of the CM, along with a certificate under Section 63(4)(c) of the Bharatiya Sakshya Adhiniyam, 2023.Recording the submission, the court noted that the complainant’s counsel had sought additional time to respond to the report.“At this stage, counsel for the complainant seeks time to file objection/reply to the status report filed by the Police. Granted,” the court said.

Complaint seeks FIR

The complaint was filed by Ram Niwas Sharma, who has sought the registration of an FIR against the CM Gupta over her alleged comments about Delhi government officials. The matter is being considered under Section 223 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, along with an application under Section 175(3) of the BNSS seeking directions in connection with the complaint. On October 3, the court had directed the station house officer of Kashmere Gate police station to submit a status report on the allegations. The complaint concerns remarks allegedly made by Gupta during a government programme held on September 23, 2025, at Kashmiri Gate ISBT. The event marked the launch of the Delhi Transport Corporation’s (DTC) interstate air-conditioned bus service between Delhi and Baraut in Uttar Pradesh.During the programme, Gupta was addressing government officials and members of the public while discussing the functioning of the administration. She allegedly compared Delhi government officials to Lord Hanuman, using the analogy to comment on their work.According to the complaint, the CM said, “Our Delhi government officials are all like Hanuman. These Hanumans work hard when their tails catch fire. Before that, they forget.”The complainant has alleged that the remarks were made at an official public event and were heard by government officials, attendees and members of the public. The complaint contends that the statement warrants legal action and seeks directions for the registration of an FIR. It invokes Section 223 of the BNSS, which concerns disobedience of an order duly promulgated by a public servant, and includes a request under Section 175(3) for judicial intervention.

Court to consider complainant’s response

The police report concludes that no cognizable offence is made out against Gupta based on the investigation conducted so far. However, the complainant has been given an opportunity to challenge the police’s findings before the court. As reported by ANI, the court has scheduled the next hearing for October 29, when it will consider arguments by advocate Sanjeet Kumar on the status report. The court has not yet delivered a finding on the allegations against the Chief Minister. The matter remains pending, and the police’s submission is the current position placed before the court.(With agency inputs)
