461 plot owners in approved layouts hit by PRR-2 notification in Bengaluru

Bengaluru: Property owners in layouts near south Bengaluru’s Kaggalipura are shocked that their plots in approved layouts, bought as recently as seven months ago, have been notified for acquisition for Peripheral Ring Road-2 (PRR-2). They alleged that Bangalore Development Authority’s compensation offer is barely 10% of the current land value of Rs 2,000 per sqft.No fewer than 461 plot owners in two layouts are said to have been affected by the notification, covering more than four acres. The final notification covers 1,427 acres across 31 villages in Bengaluru Urban district.Now, they have questioned the credibility of govt approvals for land projects and Bangalore Metropolitan Region Development Authority-approved layouts, while seeking denotification of the affected properties.Owners of residential layouts, The Gardens-4 and SLV Krishna Gardens in Gulakamale off Kanakapura Road, alleged that BDA had failed to account for developments in the area since the project was first notified in 2005-06. The final notification for PRR-2, proposed to run parallel to NICE Road, was issued on Sept 3, 2026.The owners said they had invested in the sites after checking the layouts’ approval status. According to them, The Gardens-4 received provisional approval from Kanakapura Planning Authority in Dec 2021 and was registered with Karnataka Real Estate Regulatory Authority (Rera) in Oct 2022. Sites were subsequently released in phases for registration and khata in 2023.“With uncertainty over jobs in the IT industry and lack of pension, we had hoped land would be a safety net for us,” said Deepa, a site owner. Divya, another owner, said she had checked the approval status on the BMRDA and Rera websites before purchasing her site. “The registration process was also smooth. However, now the notification lists the properties as part of dry land under the previous owners’ names before the layout was developed,” she said.According to a senior BDA official in charge of land acquisition, the agency is planning to offer five options for compensation on the lines of PRR 1: cash, transferable development rights (TDR), floor area ratio (FAR), and developed residential and commercial plots. “Proposal for this will be sent to govt for approval. It may take 10-15 days,” the official said.He declined to comment on BMRDA and Rera approvals for layouts on the alignment. “We can only say BDA had notified these lands before approval was given by those authorities,” he said.He said many property owners have been approaching BDA seeking compensation as there have been several transactions over the years. “Even if the current owners’ names do not figure in the notification, we have clarified that compensations will be awarded to the site owners,” he added.
