Act governing comunidade employees to be amended

Panaji: The state cabinet on Saturday granted approval to amend the Goa Comunidades Employees (Conditions of Service) Act, 1981, for providing a statutory framework for recruitment and conditions of service of employees working under the Administrators of Comunidades through an Ordinance.The department has received proposals from the Collector, North Goa and the Collector, South Goa regarding creation of posts for strengthening the establishment of the Offices of the Administrators of Comunidades.The Collectors had reported that augmentation of staff has become imperative for the effective discharge of the statutory and administrative functions entrusted to the offices of the Administrators of Comunidades.It was pointed out that, out of the posts originally sanctioned under Map No. 2 read with Articles 84 and 127 of the Code of Comunidades, all posts except that of the Administrator have subsequently been abolished.Consequently, the offices are presently required to discharge their statutory functions with an ad hoc workforce comprising predominantly daily-wage and contractual employees.The Offices of the Administrators are entrusted with the superintendence and administration of all active Comunidades within their respective jurisdictions. The limited manpower available has resulted in an excessive span of control, overburdening of the existing staff and substantial accumulation of pending work and arrears.The workload of the Offices has increased considerably over the years on account of the assignment of additional statutory and administrative responsibilities. These include, inter alia, implementation of the Mhaje Ghar Scheme, time-bound disposal of matters under the Right to Information Act, matters arising under Sections 372-B and 31-A of the Code of Comunidades, issuance of certified copies and other records, and various matters connected with the administration and supervision of Comunidades.“In view of the circumstances, the Collectors proposed creation of additional posts commensurate with the present workload and functional requirements of the Offices of the Administrators of Comunidades,” the cabinet said. Further, “The proposal for creation of posts was examined administratively and assessed by the Administrative Reforms Department.”
