Panchkula: Ending a 13-year wait, the Haryana Shehri Vikas Pradhikaran (HSVP) has commenced construction of the long-delayed Kalka judicial courts complex on a 7.94-acre plot in Sector 28 of the Pinjore Urban Complex.The Haryana govt has sanctioned ₹24.2 crore for the project, setting a 21-month completion timeline for the permanent facility.The new complex will replace the cramped, temporary court premises operating out of the Haryana State Agricultural Marketing Board office at the Kalka grain market, where proceedings have been conducted since 2013 without dedicated lawyers’ chambers, a litigants’ hall, a bar room, a library, or adequate parking.Developing Sector 28 as a regional judicial and administrative hub, the state has also earmarked an adjacent 10.2 acres for a proposed mini-secretariat.Kalka was previously without a dedicated sub-divisional judicial setup, forcing court matters to be handled at the Panchkula district courts before shifting temporarily to the grain market.Crediting public litigation for pushing the project forward, Shivalik Vikas Manch president Vijay Bansal noted that local activists had raised the matter before the Punjab and Haryana high court in 2023, pursued administrative representations, and filed Right to Information (RTI) applications with the public works department (PWD).“The development came after we had raised the issue before the high court in 2023. The matter was also taken up with the govt and administrative authorities through representations, while information regarding the proposed construction was sought from the PWD under the RTI Act,” Bansal said.Demanding simultaneous action on the administrative front, Bansal urged the state to expedite the pending mini-secretariat project, pointing out that Kalka remains without a dedicated sub-divisional administrative building despite holding sub-division status for decades while other Haryana sub-divisions have already received such facilities.
