New Delhi: The proposed Ice Skating Stadium at DDA Sports Complex in Sector 23, Dwarka, has hit a hurdle at the conceptual stage after Delhi Urban Art Commission (DUAC) flagged deficiencies in the documents submitted for approval.The proposal, submitted online by the project architect, was taken up by the commission but not accepted due to the absence of key information and mandatory documentation.DUAC had planned to discuss the project through an online presentation, but the architect was unavailable. The proposal was therefore examined on the basis of the drawings, project report and other documents submitted.Among the deficiencies flagged was the absence of an authorisation letter from the project owner appointing the architect.The commission referred to guidelines issued in Oct 2024 and advised the architect to comply with the prescribed checklist for conceptual proposals available on Online Proposal Approval and Submission System (OPAAS).DUAC also cited updated guidelines issued in Aug this year, under which the architect submitting a proposal is required to personally make an online presentation before the commission.The presentation is meant to explain the project’s design concept, planning approach and compliance with planning, urban-design and architectural requirements. DUAC noted that the architect’s absence prevented such a discussion.The proposed stadium is part of DDA’s sports infrastructure plans for Dwarka. However, the project will have to address the documentation and presentation-related deficiencies before it can move ahead in the approval process.
