B’luru worst metro in SIR, 46% may go off voter list

Bengaluru: This is one distinction Bengaluru can do without: Nearly 47 lakh voters in tech hub — or 46% of its 1.03 crore electorate — are likely to be left out of the draft roll to be published on Aug 24, making the city the worst performing among six major Indian cities in the Special Intensive Revision of electoral rolls yet.Bengaluru’s rate of ASDDO (absent, shifted, dead, duplicate or already enrolled and other categories) is higher than Hyderabad’s 40.99%, Greater Chennai Corporation’s 35.58%, Mumbai’s 35.23%, Delhi’s 33% and Kolkata’s 18%.The ASDDO marking does not amount to final deletion. The claims-and-objections process will begin on Aug 24, allowing voters to seek inclusion through Form 6.The Bengaluru figure is more than twice Karnataka’s statewide ASDDO rate of 19.54%, with 1.08 crore of the state’s 5.54 crore electors classified under ASDDO as of 6pm Monday. The aggregate Bengaluru numbers cover Bengaluru Urban and three Greater Bengaluru Authority electoral districts.GBA chief commissioner Maheshwar Rao attributed the high numbers largely to the city’s migratory population. “There have been intensive visits, even 5-6 times. People have shifted from one locality to another and that is treated as shifted. We expect quite a lot to come back through Form 6 with revised addresses,” he said.Across Karnataka, permanent shifting accounted for the largest ASDDO category, covering 65.6 lakh electors. Another 15.2 lakh were absent or untraceable, 16.3 lakh deceased, 7 lakh already enrolled and 3.9 lakh fell under ‘other’ categories.The disparity was stark outside Bengaluru. Udupi had the lowest ASDDO rate at 5.9%, followed by Haveri at 8.6%, Uttara Kannada and Dakshina Kannada at 8.7% each and Chitradurga at 9.87%.
