Gurgaon: The district administration has initiated recovery proceedings against more than 10 real estate developers who collectively owe nearly ₹296 crore in penalties imposed by Haryana Real Estate Regulatory Authority (HRera), marking one of the strongest enforcement measures yet to ensure compliance with regulatory orders.The penalties were imposed after developers failed to hand over possession of flats within stipulated timelines in around 380 homebuyer cases, with individual fines ranging from ₹25 lakh to ₹2 crore, officials said. Despite repeated notices from HRera directing the developers to pay up, the dues remain unpaid, prompting the regulator to declare them defaulters and seek the district administration’s help with recovery.Officials said the administration will first issue recovery notices to the defaulting builders. If they fail to clear the dues within the prescribed period, authorities will move to attach and auction their properties under applicable revenue recovery provisions, with proceeds used to recover the outstanding penalty amount. Each case is being examined individually, and where required, the administration will identify the developers’ movable and immovable assets before initiating attachment.The move follows a review meeting chaired by the deputy commissioner with revenue officials. The district revenue department has been directed to prepare builder-wise records of outstanding liabilities and initiate action at the tehsil level, in line with established legal procedures, after verifying dues and ownership details. Officials said the objective is to enforce HRera’s orders effectively and improve accountability among developers who fail to comply with statutory directions.The action has raised hopes among hundreds of homebuyers who have waited years for possession of their flats. Buyers from residential projects in sectors 109, 65, 63A, 68, 95, 103 and 104 have alleged prolonged construction delays despite making substantial payments, with many approaching HRera and other authorities seeking relief, compensation and timely completion of their projects.
