Mohali: In a setback to Gmada, the Permanent Lok Adalat, Mohali, has ordered the attachment of assets in the office of its Estate Officer (EO) for allegedly failing to comply with a compensation award passed in a consumer dispute over the lack of basic civic amenities in Aero City.The case pertains to a residential plot purchased in Aero City in 2016. According to the petitioner, Gmada had assured buyers that essential infrastructure, including roads, electricity and water supply, would be provided. However, the promised facilities were allegedly not developed even after the allotment.Despite the absence of basic amenities, plot owners were required under the allotment conditions to complete construction within three years or face penalties and interest. The petitioner claimed he had to arrange electricity through a generator and water through private tankers and complete construction at his own cost to avoid penal action.The matter was taken to the Permanent Lok Adalat in 2016. In 2024, the tribunal directed Gmada to pay Rs 1 lakh as compensation and Rs 25,000 towards litigation expenses within 45 days, failing which the amount would attract 6% annual interest.As the payment was allegedly not made, the petitioner moved an execution petition in 2025 seeking enforcement of the award.Advocate Jatin Saini, counsel for the petitioner, said neither any Gmada official nor its counsel appeared during the execution proceedings. Consequently, the Permanent Lok Adalat ordered the attachment of the Gmada Estate Officer’s official vehicle and office furniture.Saini said the next stage of the proceedings is scheduled for Wednesday, when a court-appointed bailiff is expected to visit the Gmada office to execute the attachment order. He said the action underscores the court’s resolve to ensure compliance with its orders, particularly when public authorities fail to honour judicial directions.
