Over the last nine years, Uttar Pradesh has witnessed one of the most comprehensive digital transformations of its education sector. When the Yogi Adityanath government assumed office in 2017, the state’s education system—spanning Basic Education, Secondary (Madhyamik) Education, Higher Education, and Technical Education—faced multiple challenges, including inadequate monitoring, teacher shortages, poor learning outcomes, delays in scholarship disbursement, manual administrative processes, and limited use of technology in classrooms.Recognising that technology could improve not only learning but also governance, transparency, and accountability, the government adopted digitalisation as a central pillar of educational reform. Instead of treating digital education merely as the introduction of computers into schools, Uttar Pradesh built an integrated digital ecosystem covering school administration, classroom teaching, teacher training, examinations, admissions, scholarships, student assessment, and institutional governance.Today, digital technology is embedded across every level of education in the state—from primary schools in remote villages to universities and technical institutions—making Uttar Pradesh one of India’s leading states in leveraging technology for educational governance.
Digitalisation in basic education
The most extensive digital reforms have taken place in the Basic Education Department, which oversees more than 1.3 lakh government primary and upper-primary schools and educates millions of children. One of the earliest reforms was the creation of comprehensive digital databases of schools, teachers, and students. Every government school was mapped digitally, while student enrolment and teacher records were brought onto online platforms. This significantly reduced duplication, improved planning, and enabled better monitoring by district and state authorities. The department introduced digital attendance monitoring, online inspections, and geo-tagging of schools. Officials can now monitor school functioning in real time through dashboards that capture enrolment, attendance, infrastructure status, and teacher deployment. This has replaced much of the earlier paper-based reporting system and improved administrative efficiency.A landmark initiative has been the widespread adoption of the PRERNA Portal, which provides a unified digital platform for tracking school performance, teacher attendance, student enrolment, infrastructure, and learning outcomes. The portal enables evidence-based decision-making and allows district authorities to identify schools requiring immediate intervention.
Mission NIPUN Uttar Pradesh
The launch of Mission NIPUN Uttar Pradesh marked a new phase in digital learning. Designed to achieve Foundational Literacy and Numeracy (FLN) among children in Classes I to III, the programme extensively uses digital tools for assessment and monitoring.Teachers assess children’s competencies through mobile-based applications, while school heads and district officials receive real-time data on learning progress. Digital assessment helps identify students requiring additional support and enables targeted remedial teaching. The state’s NIPUN implementation has become one of the largest technology-enabled foundational learning programmes in India.Digital learning resourcesTo improve classroom teaching, Uttar Pradesh integrated government schools with the national DIKSHA platform. QR codes printed in textbooks enable students and teachers to access videos, interactive exercises, practice questions, and supplementary reading material using smartphones.Teachers increasingly use digital content to supplement classroom instruction, making lessons more engaging and activity-based. Audio-visual learning has improved conceptual understanding, particularly in science and mathematics.During the COVID-19 pandemic, these digital resources became the primary medium for ensuring learning continuity.Smart classrooms and information and communication technologyThousands of government schools have been equipped with smart classrooms under various central and state schemes. These classrooms include:•Interactive digital boards•Projectors•LED screens•Audio systems•Digital teaching software•Internet connectivity wherever feasibleThe ICT-enabled classrooms have transformed teaching from traditional blackboard-based instruction to multimedia-based learning.
Direct benefit transfer (DBT )
One of the most impactful digital governance reforms has been the implementation of Direct Benefit Transfer (DBT) for students.Instead of distributing uniforms, shoes, socks, sweaters, school bags, and stationery through procurement systems, financial assistance is transferred directly into the bank accounts of parents. This reform has:•Eliminated leakages•Reduced delays•Enhanced transparency•Given parents greater choice•Improved accountabilityMillions of children now benefit annually through DBT.Digital teacher trainingTeacher capacity building has also undergone a digital transformation.Training programmes that were previously classroom-based have shifted to online platforms through:•DIKSHA•SCERT digital portals•Virtual workshops•Webinars•E-learning modulesTeachers can complete professional development courses remotely, receive digital certificates, and continuously upgrade their pedagogical skills.
Digitalisation in madhyamik (Secondary) education
The Secondary Education Department has also embraced digital technology to modernise teaching, examinations, and administration.Schools have increasingly adopted ICT laboratories and computer education programmes. Digital infrastructure has expanded considerably, particularly in government secondary schools.Several schools now feature smart classrooms equipped with digital teaching aids, allowing teachers to integrate multimedia content into classroom instruction.
Online school administration
Administrative processes have become increasingly digital. These include:•Teacher postings•Transfers•Service records•Leave management•Salary processing•School recognition•Infrastructure monitoringOnline systems have significantly reduced paperwork while improving transparency and accountability.
Digital board examination processes
The Uttar Pradesh Madhyamik Shiksha Parishad (UPMSP) has introduced several digital reforms in board examinations.Key initiatives include:•Online registration of students•Digital verification of examination centres•Computerised allocation of centres•Barcoding of answer sheets•CCTV monitoring•GPS monitoring of question paper transportation•Digital evaluation systems•Online publication of resultsThese measures have substantially reduced examination malpractices and enhanced the credibility of the board examination system.Scholarships for eligible students are now processed through integrated online portals.Students submit applications online, institutions verify records digitally, and benefits are transferred directly into bank accounts. This has reduced delays, eliminated duplicate claims, and increased transparency.
Digital education during COVID-19
The pandemic accelerated digital education across Uttar Pradesh. The government adopted multiple delivery channels:•WhatsApp learning groups•DIKSHA portal•E-Pathshala•YouTube lectures•Swayam Prabha educational channels•Doordarshan broadcasts•Online assignments•Virtual classesTeachers maintained regular contact with students using digital communication tools, ensuring continuity of learning despite prolonged school closures.
PM SHRI schools
The implementation of PM SHRI Schools has further strengthened digital education.Selected schools are being equipped with:•Smart classrooms•Digital laboratories•Computer labs•ICT-enabled teaching•Digital libraries•Innovative learning technologiesThese institutions are emerging as model schools showcasing technology-enabled education.Digitalisation in higher educationThe Higher Education Department has witnessed rapid digital transformation across universities and colleges.Admissions have largely shifted online.Students can:•Apply online•Upload documents digitally•Pay fees electronically•Track application status•Receive admission updates onlineThis has simplified admission processes while improving transparency.
Digital examination systems
Universities have increasingly adopted:•Online examination forms•Digital admit cards•Computerised evaluation•Online result declaration•Digital degree verificationMany institutions now issue digitally verifiable certificates, reducing fraud and simplifying recruitment and higher education admissions.
Learning management systems (LMS)
Universities have adopted Learning Management Systems for:•Uploading lecture notes•Conducting online classes•Sharing assignments•Internal assessments•Student-teacher interactionBlended learning has become increasingly common after the pandemic.
