Guwahati: State govt on Thursday tabled three bills to ease business approvals and reduce compliance burden.Industries and commerce minister Bimal Borah introduced the Assam Ease of Doing Business (Amendment) Bill, 2026, which proposes a Single Window Task Force for coordination and disposal of proposals related to notified industrial areas.The Assam Ease of Doing Business Act, 2016, currently provides for a single-window agency and a centralised web portal for time-bound clearances to industrial and business establishments. However, it lacks a dedicated mechanism for coordinated, multi-department approvals specific to notified industrial areas.Tabling the bill, Borah said, “State govt proposes to introduce the Assam Ease of Doing Business (Amendment) Bill, 2026, which amends the principal Act to constitute a Single Window Task Force dedicated to the coordination and disposal of proposals relating to notified industrial areas.”Borah also introduced the Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Bill, 2026, which seeks to repeal and replace the 2020 Act with a stronger, time-bound and deemed-approval-based facilitation framework.Labour welfare minister Rameswar Teli tabled the Assam Shops and Establishment (Amendment) Bill, 2026, aimed at reducing the compliance burden on commercial establishments and creating a business-friendly regulatory environment.“It also intends to align the provisions of the Act with emerging concepts such as digital governance, self-certification, deemed registration and promotion of ‘24×7’ economic activities, while ensuring adequate safeguards relating to working conditions, employee welfare, safety, overtime and weekly holidays,” Teli said.
