GURGAON: Nearly Rs 690 crore collected through purchasable floor area ratio (FAR) has remained with Haryana Shahari Vikas Pradhikaran (HSVP) for almost two years, even as MCG maintains civic infrastructure in several HSVP-developed sectors and licensed colonies. MCG has now asked for the portion of the money that relates to the district.DTCP transferred Rs 689.8 crore to HSVP on Sept 10, 2024, according to details cited by MCG in its correspondence. The transfer was also mentioned in a Feb 9, 2026 meeting chaired by the additional chief secretary, town and country planning.In a letter dated May 26, 2026, MCG commissioner Pradeep Dahiya asked HSVP administrator to identify the amount pertaining to areas within MCG limits and transfer it to the civic body. He also sought year-wise and sector-wise details of the collections and information on how the funds were used.MCG followed this up with a reminder in July 2026, saying the details were still awaited. It asked for year-wise information on FAR collections from March 8, 2016 onwards, for reconciliation of records.Purchasable FAR allows additional built-up area, which can increase construction and population density. MCG has said in its correspondence that the revenue from purchasable FAR/PDR is meant to support infrastructure augmentation needed because of increased FAR and density.Several HSVP-developed sectors were handed over to MCG in phases between 2016 and 2021. The civic body is responsible for maintaining and upgrading roads, stormwater drainage, street lighting, sewerage, sanitation and other municipal services in these areas, as well as in licensed colonies within its jurisdiction.According to MCG, when the funds are held by one agency while another executes civic works, the additional expenditure has to be met from MCG’s general resources.The demand comes at a time when increasing construction has added pressure on the city’s civic infrastructure. MCG has pointed to the need to strengthen infrastructure in areas seeing higher development intensity.The issue has also gained significance amid the debate over additional floors, including stilt-plus-four-floor construction, and its impact on infrastructure capacity. Haryana govt and courts have been examining various aspects of such development.For MCG, the immediate issue is the availability of funds for infrastructure in areas where it already provides and maintains civic services. It is awaiting details from HSVP before deciding the amount attributable to Gurgaon’s sectors and seeking its transfer.
