Gurgaon: Haryana govt has approved the deployment of 85 junior engineers across five technical and operational categories through Haryana Kaushal Rozgar Nigam Limited (HKRNL) amid a staff shortage at MCG. According to Urban Local Bodies (ULB) department, Haryana, the approved engineers will be engaged for a period of one year or until the appointment of regular employees, whichever is earlier. As for the posts of junior engineers in the civic body, MCG is facing a crunch of 57%. The civic body has a sanctioned strength of 147 junior engineers; however, only 62 are filled and 85 are vacant. The maximum number of positions has been approved for the enforcement wing, which will get 36 junior engineers. The Solid Waste Management (SWM) wing will receive 18 JEs, while 15 JEs will be deployed in horticulture and 14 in the electrical wing. The mechanical wing has been sanctioned two JEs.The approval follows a proposal submitted by MCG on Oct 13. However, govt has attached several conditions to the approval. The recruitment will be restricted to already sanctioned posts, and no promotional quota positions can be filled through HKRNL.“We had sought manpower and the honourable CM had assured us that we will get it. Works are affected in case of manpower crunch,” said MCG commissioner Pradeep Dahiya. The department has further clarified that the assessment of contractual manpower requirements must be based on staffing norms prescribed by the administrative reforms department. Importantly, the salary and other establishment expenses of the newly engaged personnel will have to be borne from MCG’s own resources and applicable state grants. The finance department will not provide any additional funds for this purpose. The department has directed MCG’s nodal officer for the HKRNL portal to upload the manpower requisition and indent through the corporation’s designated login credentials at the earliest. The communication has also been forwarded to HKRNL, the finance department and other concerned officials for information and necessary action. The approval is expected to provide additional technical and operational manpower to key municipal wings, particularly enforcement and solid waste management, which together account for 54 of the 85 approved positions. The ULB department had recently expanded the sanctioned structure from 427 to 909 posts, meaning 482 posts were added to the sanctioned strength, which was an increase of 112.9%. The 909-post data therefore included the posts that already existed and the additional posts approved by ULB.As per the number of posts added by the ULB recently, individual shortfalls are 147 work supervisor posts, of which all 147 are vacant; 147 junior engineer (mechanical) posts, of which 115 are vacant; 72 sanitary inspector posts, of which 71 are vacant; 54 assistant sanitary inspector posts, all 54 vacant; and 51 assistant engineer (mechanical) posts, of which 35 are vacant. There are also 36 revenue and tax assistant posts, all vacant, and 20 draftsman posts with 19 vacancies. The new structure has therefore substantially expanded the sanctioned workforce in field-intensive areas, but most of those positions are yet to be staffed.
