NGT flays Avadi corpn; orders it not to contaminate Cooum

Chennai: Terming solid waste management in Avadi corporation “inefficient and inadequate”, the southern bench of National Green Tribunal has ordered the civic body to implement an action plan and ensure that no contaminating material spills or flows into Cooum river or onto its adjoining land.NGT directed Tamil Nadu Pollution Control Board (TNPCB) to assess and levy environmental compensation for past violations in solid waste management. “Avadi corporation shall obtain requisite authorisation from TNPCB to establish and operate its solid waste management and disposal facilities, if not ,” it said. The orders were passed in a case pertaining to improper disposal of solid waste by the corporation at the garbage yard in Sekkudu village on Cooum river bank — spilling over of waste into the river due to rundown compound walls, and burning of garbage. The corporation, in a report submitted on Aug 29 this year, said that the area was under CCTV surveillance and a compound wall was being built along the yard for ₹99.5 lakh.NGT further asked TNPCB to assess the existing micro composting centres/garbage yard at Sekkadu village. “If the facility is unsuitable or operated without valid consent, further processing or dumping of waste at the said site shall be stopped. The accumulated waste shall be removed and processed scientifically at an appropriate authorised facility,” said the bench of judicial member Justice Pushpa Sathyanarayana and expert member Prashant Gargava.
