Mizoram yet to get funds under Centre’s scheme for 2026-2027, says MNF

Aizawl: Mizoram is yet to receive funds under the Centre’s Special Assistance to States for Capital Investment (SASCI) scheme in the current financial year, while the other seven northeastern states have received allocations, the opposition Mizo National Front (MNF) said on Saturday, citing an RTI reply. The RTI response from the department of expenditure under the Union finance ministry, dated Oct 1, showed that Mizoram had received no funds under SASCI 2026-27 as of Sept 30.According to the data, Arunachal Pradesh received the highest allocation among the northeastern states at Rs 3,965.82 crore, followed by Nagaland with Rs 3,324.68 crore and Tripura with Rs 2,613.17 crore. Assam received Rs 2,504.16 crore, Manipur Rs 2,129.24 crore, Meghalaya Rs 1,947.14 crore and Sikkim Rs 921.97 crore, the data showed. The MNF said SASCI provides states with 50-year, interest-free loans for infrastructure and capital investment. It alleged that Mizoram had repeatedly failed to utilise funds sanctioned under the scheme since the Zoram People’s Movement (ZPM) govt came to power. The party claimed that Rs 233.31 crore sanctioned to Mizoram under SASCI in the 2023-24 financial year had lapsed. It also alleged that another Rs 111.52 crore sanctioned during 2025-26 had lapsed.MNF questioned why Mizoram had not received any funds under the scheme even six months into the current financial year, while the other northeastern states had already secured releases. The party attributed the situation to what it described as poor financial management by ZPM govt. It alleged that CM Lalduhoma, who also holds the finance portfolio, had failed to utilise SASCI funds properly. The MNF also alleged that the state govt had issued utilisation certificates in previous years without releasing the corresponding funds. The opposition party said it would monitor the utilisation and release of SASCI funds and take up the matter with the Centre if it found that utilisation certificates had again been issued without proper fund utilisation. It demanded an explanation from Lalduhoma over Mizoram’s failure to secure any SASCI funds so far this financial year.
