Guwahati: The deletion of around 1.32 lakh names during Manipur’s Special Intensive Revision (SIR) has reduced the state’s voter count to about 19.6 lakh, with women outnumbering men in the final electoral rolls published on Sunday.The final rolls for all 60 assembly constituencies recorded a total of 19,60,620 electors, down from 20,93,076 voters registered as on May 18, before the publication of the draft rolls.With July 1 as the qualifying date, the final photo electoral rolls include 10,06,962 women voters, 9,53,350 men, and 308 third-gender electors, Manipur chief electoral officer (CEO) Arun Kumar Sinha said on Sunday. The final rolls also include 20,819 service voters.“The total number of electors in our final electoral roll is 19,60,620. In the draft roll, we had 19,34,399. There has been a deletion of 30,650 and addition of 56,871 electors,” Sinha told mediapersons at a news conference in Imphal.According to a release from CEO’s office, of the 19,34,399 electors in the draft roll, 26,362 electors were found ineligible after their documents were deemed inadmissible or unsatisfactory, or they were found absent, dead, shifted, or repeated during hearings. Speaking orders were issued in these cases.CEO said 96,985 claims and objections were received during the claims-and-objections period from July 5 to August 4. Of these, 56,871 claims were accepted. The final rolls recorded an EP ratio of 51.99 and a gender ratio of 1,056.Sinha said those who believe their names have been left out can use a two-tier appeals process.“If any elector feels that their name should have figured in the final roll and it is not there, they can go for an appeal. First, appeal to the DEO. Once the DEO decides and the elector is still aggrieved, he/she can file a second appeal with the CEO. So it is not that those whose names do not figure in the final electoral roll have reached a dead end,” he said.He added that first-time voters and others whose names are missing can apply for inclusion. A normal updating of electoral rolls is expected to begin in October, during which eligible voters can submit Form 6 to have their names added.Earlier, of the 19,34,399 electors in the draft roll, 18,43,221 were mapped as self or progeny, while 91,178 were unmapped. Notices were served to all 91,178 unmapped electors for verification during the notice phase from July 5 to September 2.
