Jaipur: The All Coaching Institute Mahasangh is preparing to approach the Supreme Court over the proposed shift of coaching institutes from Gopalpura to the Pratap Nagar Coaching Hub in city, alleging that the Rajasthan Housing Board’s refusal to offer affordable allotment terms has made relocation difficult for smaller operators.State president Anish Kumar Nadar said the association will meet its lawyers Thursday to finalise the proposed plea. It will be filed separately from the case of the 10-B Scheme Vikas Samiti, the residents’ body that has raised concerns over coaching activity in Gopalpura before the Supreme Court and has extended support to the association’s move.The development comes amid enforcement action against coaching centres in Gopalpura and the Housing Board’s decision to auction 24 units in Tower 1 of the Pratap Nagar hub. Smaller operators have raised concerns over their inability to purchase units outright.“The association has sought a joint meeting with the Housing Board to discuss affordable rates for the coaching units, but the board has not agreed,” Nadar said. He said the Mahasangh had also sought a three-year lease option instead of outright purchase, but the proposal was rejected. The Housing Board has ruled out lease or rental options.Deputy commissioner Sanjay Sharma said the decision was final, citing the project’s cost of around Rs 350 crore and maintenance expenditure of another Rs 150 crore over the past one-and-a-half years. “Renting or leasing out the units is therefore difficult,” Sharma said, adding that auctioning all floors of Tower 1 alone was expected to generate at least Rs 84 crore.Nadar said the association had suggested that revenue from sales to larger coaching institutes be adjusted against the Housing Board’s recovery target, allowing smaller operators to get more affordable terms. He alleged that neither the Housing Board nor JDA considered the proposal.He also questioned enforcement in Gopalpura, alleging that classes were still being conducted in some sealed premises. “Who would be responsible if an accident occurs inside a sealed premises while classes are being held there?” he asked.
