State plans weightage for clock-hour teachers in recruitment campaigns

Mumbai: Teachers appointed on clock-hour basis (CHB) in govt and govt-aided colleges may get some incentive, in the form of additional weightage, when the state govt carries out recruitment drives.With increasing dependence on CHB teachers, the state’s higher and technical education department is planning to launch a portal to regulate their appointments and also to disburse their salaries directly and more efficiently, as it does for the full-time teachers. They are likely to get some credit points based on their experience in the ongoing recruitment drive for more than 5,000 sanctioned posts.While earlier the CHB teachers were more like a stop-gap arrangement to fill vacant posts in the absence of a periodic recruitment drive, they have now become mainstream, with many govt-aided colleges relying on them for teaching even the aided courses.A state govt official said that despite their numbers increasing, there is no efficient system in place to appoint them or disburse their salaries. “We want to carry out the appointment through this centralised portal. Once the portal is in place, we will also have a readymade database on their qualifications, experience and other details,” said the official.The state’s academic advisory body, MahaSARC, comprising vice-chancellors from state universities, will be asked to decide on the credit points that can be granted to CHB teachers during the recruitment drive for regular posts, said the official. “They will decide on the credit points, not exceeding 10, based on the experience of CHB teachers. Teachers with more years of experience are likely to get more credit points. This will incentivise their appointments too,” said the official. Colleges, however, want the govt to expedite the clearance of NOCs for the existing sanctioned posts.
