JAIPUR: Cockroach Janta Party (CJP) co-convenor Ashutosh Ranka on Wednesday challenged Rajasthan education minister Madan Dilawar to showcase the 10 best educational campuses developed during his tenure. Ranka said he would visit the schools with his entire team after returning from Bengal.According to news agency ANI, Ashutosh Ranka, in a post on X, challenged Rajasthan education minister Madan Dilawar to showcase the state’s best educational institutions developed during his tenure, saying he would visit them in the coming days.He wrote, “I’m returning to Jaipur after spending three days in Bengal. In the next few days, I’ll visit schools in Rajasthan with the entire team. Madan Dilawar ji – I have an offer for you. Tell me the 10 most magnificent schools built during your tenure. My team and I will visit those as well. You must have at least 10 such schools to show, right?”Earlier this week, on Monday, Cockroach Janta Party (CJP) co-convenor Ashutosh Ranka challenged Rajasthan education minister Madan Dilawar following an official circular restricting external visitors from entering government schools.Ranka, undeterred by the possibility of police action, said the party would continue its inspections of dilapidated school infrastructure across the state.In a post on X, Ranka targeted education minister Madan Dilawar and said, “Madan Dilawar ji, either fix all the dilapidated schools in Rajasthan, or go ahead and file an FIR against us in advance. You can even arrest us in advance. It’s your government, your police. But we won’t stop inspecting the schools until all schools in Rajasthan are fixed.”The confrontation follows an urgent circular issued by Lalit Kumar, Director of Secondary Education, Bikaner, Rajasthan (dated August 16, 2026). Citing the doctrine of “In Loco Parentis”, Article 21 of the Indian Constitution, the Supreme Court’s KS Puttaswamy privacy judgment, and the National Commission for Protection of Child Rights (NCPCR) guidelines, the order restricts entry into government educational institutions.The circular states that outsiders will not be allowed to enter school premises without prior permission from the principal or head of the institution, except government officials visiting in an official capacity. All visitors must record their details in the school’s visitor register before entering.It also prohibits unauthorised visitors from accessing classrooms, laboratories, libraries, hostels, sports grounds, toilets and student activity areas unless accompanied by a teacher or authorised staff member.Photography, videography, interviews, audio recordings and live streaming involving students, teachers or school activities will require prior written permission. School authorities have also been directed to prevent the unauthorised collection, publication or sharing of students’ photographs, videos or personal information that could compromise their safety, dignity or privacy.Principals have been empowered to deny entry to visitors who pose a threat to safety, privacy or discipline, or disrupt the educational environment, and can direct unauthorised persons to leave the premises.If unauthorised persons enter, refuse to leave, perform unauthorised recordings, or disrupt school operations, school authorities must immediately notify local police and the District Education Officer. Action will be initiated under the Bharatiya Nyaya Sanhita (BNS), 2023, POCSO Act (2012), Juvenile Justice Act (2015), and the Information Technology Act (2000).The administrative order comes as the CJP launches its ‘School Thik Karo’ campaign.(With agency inputs)
