Hyderabad: Even as govt is facing heat over the prohibited property list in the districts and suburbs of Greater Hyderabad, the issue has started impacting even upmarket locales like Jubilee Hills.Hundreds of properties in Jubilee Hills are on the prohibited list, popularly known as the 22-A properties (Section 22 of the Registration Act restricts sale, transfer or mortgage of properties). The Jubilee Hills properties, including Road No. 44 where chief minister A Revanth Reddy’s residence is located, are on the prohibited list, “stating it is govt ceiling land”. Sources in the Jubilee Hills Cooperative House Building Society Ltd confirmed that their society was facing the 22A heat.Crying foul over the issue, residents are now approaching the revenue and registration department, seeking removal of their properties as they cannot carry out any transactions on 22A properties. Sources said the registration department has been suggesting that property owners who approach them get the No Objection Certificate (NOC) from the Hyderabad district collector, stating that their “land is not a govt land or ceiling land” for any property transactions.“I wanted to sell my house located in a bylane near Road No. 36 in Jubilee Hills and close to the CM’s residence. I was told my property is on the 22-A list as the survey numbers 403/1, 120 and 102/1 are prohibited as they are ceiling land. The Banjara Hills sub-registrar asked to me to get an NOC from the Hyderabad collector,” a property owner, who requested anonymity, told TOI. He also shared the market value report, where it was clearly written that “Jubilee Hills survey numbers are under the 22-A and notified as prohibited properties”.Interestingly, the prohibited properties list of Hyderabad district is not available on the registration and stamps (R&S) department website and those who approach the sub-registrar offices (SROs) are getting information on their land status. While all other districts had submitted their revised 22-A list, in which they had to make changes, including additions or removals, to the R&S department a few months ago, Hyderabad district has neither revised and submitted the list nor displayed it on the website.Jubilee Hills Cooperative House Building Society (JHCHBS) was allotted 1,398 acres by govt and of that land some land was allotted to some societies, including hospitals, educational institutions and others in the 1970s and the 1980s. The society has 3,035 plots in about 1,100 acres in survey numbers 403/A, 120 and 102/1, and the society has about 5,000 members now. While 403/1 and 120 survey numbers are in Shaikpet village, covering Jubilee Hills, some land in survey number 102/1 is in Hakimpet village, covering Banjara Hills.“The Jubilee Hills society had allotted plots, mostly 1,200 square (sq) yards to 1,500 sq yards, to its members. Some members have over 2,500 sq yards, by purchasing neighbouring plots. As per the (Land) ceiling rules, one cannot have 1,200 sq yards till the Urban Land (Ceiling and Regulation) Act was repealed in 2008. The properties above 1,200 sq yards are facing the issue. The other issue is some members have added additional land to their original allotment, paid some amount to the society and got it regularised. Those owners too are facing the issue,” a representative from Jubilee Hills Society told TOI. He said about 10% of the total plots i.e., about 300 plots in Jubilee Hills alone were facing the prohibited list issue.When contacted, Shaikpet tahsildar Y Anitha Reddy told TOI: “The 22-A list is under revision.” She admitted that “certain survey numbers in Jubilee Hills along with other land parcels in Shaikpet mandal are under prohibition as the govt has claims on the land,” she added.
