Jaipur: A milk supplier allegedly moonlighting as a candidate broker for a paper leak network was arrested Friday by the Special Operations Group (SOG). ADG, SOG, Vishal Bansal said that the accused, identified as Abhishek Khandelwal (32), arranged candidates willing to pay Rs 14 lakh each to access the leaked junior engineer (JEN) 2020 recruitment exam paper before the test.A resident of Saithal in Dausa, Khandelwal used his milk delivery work in Jaipur to establish contact with an alleged paper mafia operative and subsequently helped arrange candidates for the leaked paper. According to the SOG, Khandelwal worked as a milk supplier in Rajiv Vihar Colony, Mansarovar, where he became acquainted with alleged paper mafia operative Bhim Singh Yadav . His younger brother also worked as a manager at one of Yadav’s liquor warehouses, police said.Investigators alleged that Khandelwal and Yadav subsequently struck a deal under which Khandelwal would arrange candidates at Rs 14 lakh each, with Yadav providing them access to the leaked paper before the examination. Bansal said Khandelwal was arrested after a raid and was being interrogated to establish his role in the wider network.Investigators said Khandelwal had also arranged a rented house in Rajiv Vihar Colony where Yadav allegedly showed the leaked paper to several candidates. Police are probing how many candidates were brought into the network through Khandelwal and whether they eventually appeared in the examination after accessing the paper.The SOG had registered a case in January 2026 over alleged cheating in the junior engineer recruitment examination. During investigation, Yadav, a resident of Bansur, was arrested for his alleged involvement. Investigators have linked him to the network of paper leak kingpin Bhupendra Saran. Police said Yadav had taken contracts for loading and unloading at several liquor warehouses in Jaipur and had previously been arrested in connection with other recruitment examination cases.
