RS DEMANDS COMPLETE TRANSPARENCY ON 73.39 LAKH “UNCOLLECTABLE” ENUMERATION FORMS IN TELANGANA SIRHyderabad: The Bharat Rashtra Samithi (BRS) has sought clarification from the Election Commission of India (ECI) and complete disclosure of data about 73,39,234 enumeration forms reportedly categorised as “Uncollectable” during the enumeration phase of the Special Intensive Revision (SIR) of electoral rolls in Telangana.BRS leaders MLCs Dasoju Sravan, L Ramana, party general secretary Soma Bharat, former MLC Karne Prabhakar and others submitted a representation to the ECI on the SIR. The BRS leaders said according to the figures disclosed by the Chief Electoral Officer, Telangana, the state has 3,38,26,448 electors, of whom 2,64,87,214 Enumeration Forms (78.30%) have been digitised, while 73,39,234 forms (21.70%) have been categorised as “Uncollectable.”Expressing concerns on non-collection of an enumeration forms, the BRS leaders said it cannot automatically be treated as proof that an elector is deceased, permanently shifted, ineligible or no longer ordinarily resident. The BRS leaders asked clarification from the ECI “Will all or any portion of the 73,39,234 electors be excluded from the draft electoral roll merely because their enumeration forms were not collected or digitised? The leaders further demanded that no genuine elector should lose his or her electoral registration merely because an Enumeration Form could not be collected during the enumeration period.“Of the 73,39,234 uncollectable forms, 45,18,961 electors have reportedly been classified as “Permanently Shifted,” while 11,25,546 have been categorised as “Absent/Untraceable.” The BRS has questioned the evidentiary basis for classifying such a large number of electors as permanently shifted. The party has sought disclosure of the methodology, instructions and SOPs issued to Booth Level Officers (BLOs), Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) for making such classifications. It has also asked for details of the verification undertaken, including house-to-house verification reports, BLO reports and other relevant records relied upon to determine that an elector had permanently shifted.The BRS leaders demanded that the data relating to these cases be made available assembly constituency-wise, part-wise, polling station-wise, BLO-wise and district-wise, along with an urban-rural breakup.
