New Delhi: Property owners in Delhi’s Lal Dora and Abadi villages will soon receive smart property cards carrying QR codes and digitally verified ownership records under central govt’s Svamitva scheme.The objective of govt’s move is to provide property owners authenticated property cards, reduce disputes and improve land record management for properties that have long lacked formal records.Chief minister Rekha Gupta said surveys have been completed across 48 villages, and final property cards are ready for 30 of them. Govt has completed surveys of 12,232 properties, of which 8,423 — nearly 69% — are dispute-free and are now eligible for issuance of smart property cards, Delhi CMO said.Lal Dora and Abadi villages are residential settlements within Delhi’s villages where properties have traditionally lacked formal ownership records, often leading to disputes and difficulties in property transactions. The Survey of Villages and Mapping with Improvised Technology in Village Areas (Svamitva) was launched in 2020 to create digital records of such residential properties through drone surveys and GIS mapping.Gupta said: “The absence of systematic and authenticated property records in Lal Dora areas has caused difficulties for residents for years. Through modern technology, every property will now have a clear identity. Govt would organise a formal distribution programme once the cards are ready.”The cards will contain details such as the PID, village, district, occupant’s name, share in the property, total area, built-up and open area, Bhu-Aadhar number and co-occupant details.A QR code on the card will link to a digital Form-13 containing the property’s sketch, boundaries, neighbouring property IDs, khasra number, details of co-occupants and family members, along with the tehsildar’s digital signature and official seal.It will also include an occupancy certificate issued under the Delhi Abadi Deh Survey and Record Management Rules, 2025.The cards will be linked to the Delhi Online Registration Information System (DORIS) which will enable real-time updates and tamper-proof property records.Surveys have been completed in South and North West districts, while disputes are being resolved in other districts.
